RPI4 omxplayer: "failed to open vchiq instance"

omxplayer on RPI4 (current 64-bit kernel, 32-bit userland) gives above
error.

There was no /dev/vchiq. Created using MAKEDEV vchiq, but the error
persists.

Trying as root for now, no permission issue.

Any hints to try?
