aarch64 packages updated, many fixes

Hey, I've updated the default packages for 9.x/aarch64 to
2022Q3.

Some of you might have noticed that some important desktop
related packages disappeared. This was due to toolchain
issues preventing WebKit and vte3 (used by various desktop
environments for their terminal emulator app) from building.

I've committed fixes for various toolchain issues affecting
aarch64 packages in the last few months and they were recently
pulled up, and mlelstv was able to publish new packages :).

So webkit-based web browsers (luakit, midori, etc), and
various desktop environments should be available again,
as well as the packages being significantly newer.
