Same kernel. Different boot setup.

Since he GPIO fails to be configured before the root filesystem 
is mounted I am thinking it is maybe the UEFI not exposing the 
GPIO to the OS.

I notice that if in the UEFI menus I enable a fan plugged onto 
the GPIO header then acpifan0 is configured on boot and works 
as expected.
