Hello,
When I had this problem, it was because of my HOMEdir .fvwmrc file... I just removed it and it worked OK :
In that case, X looks for /usr/lib/X11R6.1/fvwm/system.fvwmrc file in which are many info about the boot...
You can also make a symbolic link named X11R6 to X11R6.1 in the same directory.
It also worked.
