I believe this is the problem since fdc0 identifies itself as drive 0 on
my RiscPC. There sould be a jumper in the drive which controls the drive
number. You will have to experiment or try and find some documentation on
the drive to adjust the drive number. ISTR that this is why PC's have
twists in the floppy drive cable to prevent people having to worry about
these jumpers.

I recommend finding some documents as I have no idea whether incorrect
jumper settings can damage the drive.
