3 problems:

a) There's a '//' missing from that URL
b) The directory is /users not /pub/users
c) The file is only readable by the owner

So you need to chmod 644 it, and then the correct URL will be:

ftp://ferret.lmh.ox.ac.uk/users/xelah/in_cksum.S
