It should go in your home directory (~). Here's an example:

  # start some clients in the background
  xclock -g 100x100-0+0 -update 1 &
  xterm -g 80x24+0+10 &

  # A window manager should be the last line in .xinitrc
  # It's important that it's running in the
  # foreground so that stopping the window manager
  # also ends the X11 session.
  fvwm
