That sounds like you've got a pre 1.3 /etc/netstart since thats how things
used to work before rc.conf was introduced. Is your system a fresh 1.3
install or is it an upgraded 1.2 system. If it's an upgraded system the
upgrade may have missed /etc/netstart.
