You need to find some other way to boot (floppy etc), mount the
HD root filesystem on /mnt, then
mkdir /mnt/dev
cp /dev/MAKEDEV /mnt/dev
cd /mnt/dev
./MAKEDEV all
If you do not have a /dev/MAKEDEV on your boot media, you'll need
to extract it from the 1.3 tarfile (or find a friendly arm32 1.3
user to send you a copy :)
