A "wiring" problem?  What kind of wiring problem could change the device
ID without completely rendering the device useless?

Promise *also* makes IDE RAID cards (they do RAID 0, RAID 1, and RAID 0+1
only) that cost not much more than their UDMA IDE cards and look very
similar.  Perhaps you accidentally bought one of those, or got one which
was accidentally packaged in the wrong box?
