I use NetBsd/arm32 on a RiscPC, and are about to upgrade to RiscOS4.0.
Sorry, I am watching your progress with interest, unfortunately my
programming skills at the level you are attacking are nil.  So other
than providing encouragement for you efforts, I can provide little help.

Your solution to this problem will impct my RiscOS upgrade timing.  Keep
up the good work.
