Yep! This was the problem I encountered before. .. luckily Mark fixed it.
The netbsd.RPCINST and netbsd.RISCPC kernels are indeed broken for ARM7xx
processors.

You should try

ftp://ftp.netbsd.org/pub/NetBSD/arch/arm32/testing/VOYAGER-ARM6-TEST.gz

instead. If it doens't help, I can send you a working one....
