Mark (or somebody else) has placed your updated source on the netbsd site.
You can find it in: arch/arm32/riscos. These is your original archive I
presume because the files have to be merged with the original !BtRiscBSD
application, which I found as
NetBSD-1.4/arm32/installation/misc/riscpc-loader.arc

So the files are there but shattered across the site.
