Silly question, but you have ungziped the file? And you did fetch in bin 
mode? (just want to cover those 2 bases before trying other lines (I've been 
known to do daft things like that 8)

Otherwise maybe try the RPCINST kernel from:
ftp://ftp.netbsd.org/pub/NetBSD/arch/arm32/snapshot/20010510-1.5.1_BETA2/installation/kernel
