It is a wrapper around the mail program (Surprise ;-) The intent is to be
more flexible about which mailer program is used (sendmail/exim/postfix....).
The mailwrapper program should be in the base.tgz set. You can also fetch
the source from ftp.netbsd.org:
   /pub/NetBSD/NetBSD-current/src//usr.sbin/mailwrapper/*

I typed this from memory, so you might need to adjust slightly.
