I just got my dreamcast to run netbsd last night,
and I put a copy of the kernel I used in

ftp://ftp.netbsd.org/pub/NetBSD/arch/dreamcast/netbsd.1.5R

(this kernel is from jason, I haven't been able to build a kernel myself yet.)
