yes, it's under the same license (GPL) as Qt/X11.

Qt/Embedded and Qt Palmtop Environment available for download
Trolltech is proud to present the release of Qt/Embedded, version
2.2.2. For the first time, Qt/Embedded is released under both a
commercial and an open source license, the GPL (GNU General Public
License). Also released today is the Qt Palmtop Environment, which is
the first Personal Information Management (PIM) package for embedded
Linux released under the GPL.

What is the difference between the GPL and the commercial version?
The versions are identical code-wise. The only difference is in the
licensing. We believe that Open Source developers should have the same
high-quality tools as are available to commercial developers.
You can now develop Qt/Embedded software free of charge if the software
you develop is released under the GPL license. If you develop closed
source software, Trolltech offers commercial licenses. Commercial
customers will benefit from professional support and services and will
not be restricted by the GPL licensing conditions.
This allows commercial vendors to contribute to Qt/Embedded development
financially while other software developers can contribute by
developing software in the Open Source model.
