Can't speak about NetBSD and these things, but the answer to questions 1, 3 
and 4 for Linux on the Dreamcast is 'yes'. PHP - I've never seen it, but 
can't say 'no' either.

I am pretty sure the answer to 3 & 4 for NetBSD is 'yes' too.
