I'm certain that people have managed to massage gcc and friends into
building under Cygwin with a dreamcast target, but I'm not certain if
anybody has managed to build NetBSD/dreamcast using such tools.  When I
wrote in the "more detail will hopefully" part I was trying to make it
happen myself, but I couldn't even force gcc to build so I quickly
abondoned that course (it was mostly in the hope that I could develop a
canned walkthrough for those that don't have access to anything but a
Windows box).

However, it /should/ be possible for various values of should.  If you
succeed then I, for one, would be *very* interested in hearing about it.
