I got a response pretty quickly on how to go about working with packages.
I've asked for some more detailed info on building and what to make
available, but this is a good start!

Hello Alex,
First of all, thanks for your offer to compile binary packages for the
dreamcast port. We'd certainly appreciate your efforts. When compiling
packages that would lateron be uploaded to ftp.netbsd.org, there are a
few things to keep in mind. These are generic to all ports and may or
may not apply to the dreamcast port in particular (I, personally, don't
have any experience with this port):
Packages for 1.6 should be compiled on a 1.6 system. That means, it should
be the stable release; if you are using a branch or -current, you could
build the packages in a 1.6 sandbox. Similarly for 1.5.
When building packages that require X, please make sure that the system
uses the default X that comes with NetBSD. That is, if the port per
default uses XF3.x, then the packages should be compiled against XF3.x
-- again, if that is not the currently installed system, a sandboxed
environment will do.
When creating a binary package, please remember to also create binary
packages for all dependencies of that package!
So far the generic instructions. Now, for your situation what I would
recommend:
If you wish to upload binary packages but do not have write access to
ftp.netbsd.org, create the packages and make them available online via
HTTP or FTP. Then use send-pr (or our online form at
http://www.netbsd.org/Misc/send-pr.html) to inform the packages team of
the existence of the binary package.
The packages will be uploaded to
ftp://ftp.netbsd.org/pub/NetBSD/packages/\
`uname -r | sed 's@\.\([0-9]*\)[\._].*@\.\1@'`/`uname -p`
(as per /usr/pkgsrc/Packages.txt). Therefor, it would be good if you
could include this information on the PR -- I assume in your case this
would be '1.6/dreamcast'.
