newlib is a C run-time library for standalone applications running on
bare hardware. It is maintained by Red Hat (the group that was
formerly Cygnus). Cygnus originally distributed it with their GNU
toolchain.
If you're running NetBSD on your Dreamcast, you have no need for
newlib,.
