Sorry, but NetBSD/hp300 does not support floppies.

Your problem is caused by the FreeBSD rbootd; at least the 2.1.5R one
had some byte order problems. Just replace it with a NetBSD 1.2 one; it
compiles out-of-the-box and works just fine.
