I'll assume you booted the NetBSD kernel...

Firstly, check that /dev is populated...

Secondly, while I do not track what the OpenBSD people do, I do know that
they have made changes to the minor number arrangement in "their" hp300
port which causes their /dev to be incompatible with NetBSD.  This may be
part of your problem.
