Hmm, to follow up on my own post. I think I found it. the
SYSCONF_LINK_LIB_SHARED was defined as 

SYSCONF_LINK_LIB_SHARED = $(LINK), where it should have been

SYSCONF_LINK_LIB_SHARED = $(SYSCONF_LINK_SHLIB).

Another two hour wait to see if it helped any... :)
