OK.  I just got done playing around with the 3C1 card (a card so new
it isn't even easily visible in the support section of the 3com web
site).

I too was unable to get it to transmit packets.  I also tried the
FreeBSD ep driver and after some tweaks there saw similar results
there as well.  It was able to access the card's ethernet address
(which matched the printed label), but tcpdump saw no tx packets on
the net and attempts to ping it saw no replies come back from the arp
requests.
