I had similar problems with a Rockwell chipset based internal MODEM.
I traced the 'lockup' (kermit would fuzz out too if I tried getting to the
MODEM) to the fact that I had NO DTR control. This was with
NetBSD-1.0Release.
'Luckly' my MODEM would die and keep the line open, so I programmed the
MODEMs internal timer to drop after 3mins of no traffic - this works since
getty doesn't (can't?) toggle DTR when cycling. Doing a DTR toggle (from
another operating system :-) forces the timer off, so am happy about the
silly DTR behavoir.
Before I discovered that I had to shutdown and RESET the box to get the
MODEM to kick - which means driving in from home, not funny :-(
Your mileage me wary...
