set_tmp_dir et. al. are shell functions that live in the install
floppy's .profile.  They aren't present if you didn't boot off of the
floppy.

Install sets are not hard to install manually.  All you need to do is:

cd /
cat /usr/distrib/comp11.* | tar zxpf -

mount /dev/fd0a /mnt
