It means that your mb_map or kmem_map is too small.
What NetBSD version are you running? In my 1.2 sources, that panic is
not there; Chris Demetriou altered the sematics of kmem_malloc()
somewhat.. Running out of space in mb_map is recoverable (the mbuf
management code attempts to reclaim map space by draining the mbuf-using
protocols), and the kmem_map case is more informative :-)
