One thing which may be useful in diagnosing this would be to get a
trace of the slow connection using tcpdump, and then look at it with
xplot (ftp://mercury.lcs.mit.edu/pub/shep/xplot.tar.gz; instructions
on how to do this can be found in the xplot tarball).
