But lilo is not on the extended partition, it's on a primary one, or in
the MBR. 
You can boot from anywhere on the disk, as long as you have a software
that can do it. But this software needs to be loaded by the bios,
so it has to be in the MBR or on a primary partition (that's what
'booting from a partition means).
