If this really is a "WinModem", you won't get it to work with NetBSD,
period.  "WinModems" - those using the, frankly, cheaply made chipset from
Rockwell - have software-based V.42[bis] and require special software just
to work.  Hence the "Win"[dows] in the name.

Suggestion: get a real modem (at least find out if ActionTec has a
non-WinModem based model).
