vipw (and add a passwd file line, just like all the others)
mkdir ~newuser
chown newuser:group ~newuser
passwd newuser
Done (unless you want to also set up a bunch of prototype dot files
or something).
There's also an addnerd package in the pkgsrc tree, but this is so simple,
I'm not sure why anyone bothers.
