Is there any way to control the IRQ's allocated to *specific* devices?

My ethernet card is only truly happy when it's on IRQ 15.

My modem card seems not to like IRQ 15 at all.

I guess I'm looking for something sort of like the BSD/OS (and FreeBSD?)
'pccard.conf' that specifies special handling for specific cards.
