You need to edit /etc/ttys and change, for instance:

  ttyE1   "/usr/libexec/getty Pc"         vt220   off secure

to:

  ttyE1   "/usr/libexec/getty Pc"         vt220   on secure

Then do 'kill -HUP 1'.
