After declaring defeat, I ran into a totally different problem. During the
investigation of that, I discovered that the older pair of EDO SIMM's in
this machine were in fact going senile. Without them in the machine, I can
run at all speeds without cc1 problems.

Do we have a memory tester in pkgsrc ???
In hindsight that should have been one of my first tests.
