Have a look at:

man adduser

This man page should give you all info needed for adding a new user to
the system.

You could also download the "user" package from the NetBSD package
collection site found on:

ftp://ftp.netbsd.org/pub/NetBSD/packages/1.4.2/i386/All/user-19991231.tgz

If you are familiar with the vi editor, you may also try using the
vipw system utility, see "man vipw" for more information.
