Has anyone created boot floppies where console is on the serial port?

If such are not available how much stuff do I need to create the standard
installation floppy with serial console? I have a machine with no video
card nor monitor, but I do have another NetBSD machine on which I could
build if it does not require massive amounts of source on the machine.

Alternatively, how hard would it be to upgrade NetBSD 1.4.2 to 1.5 without
any boot floppies?
