Duh.  It was on the wrong frequency.

Now I'm pretty much happy.  All of these cards are working, correctly,
under NetBSD 1.5 with just that one patch.  I have one host failing to
configure the card, and it looks like it always gets 0xffff from all
reads, so it's probably specific to that machine for some reason.
