I don't know what you can do to _automatically_ boot from hd0, but
maybe tell the BIOS that there are no IDE hard disks installed at all.
Don't set explicit parameters, don't set it to AUTO, set it to none.

If you don't boot to often, the NetBSD bootloader tells you what to do
just here:

press any key (except return) and then give:

  boot hd1a:netbsd
