Sorry, I figured it out after going through all the possible
APM BIOS settings.  So, for the record one must set:

	BIOS Setting Ring/Event: Disabled

for the PCMCIA slot to not loose power, seems counter intuitive, but
it works.  (Dell BIOS is designated A04).
