I had the same problem - have a look at:

http://www.netbsd.org/Documentation/network/wavelan.html

particulary the sectioon at the bottom - i.e. adding:

options PCIC_ISA_ALLOC_IOBASE=0x400
options PCIC_ISA_ALLOC_IOSIZE=0x0ff

to your kernel config may fix this problem.

(and is irq 3 really free on your machine? thats usualy the 2nd serial
port).
