There are much much much better ways to attack the problem.
(Eg. just use RCS to manage your local changes then the modified files
will be clearly visible with "ls /etc/RCS"!)

No, that's a bad idea. The current scheme is the best way as it makes
everything very clear and obvious and leaves nothing hidden. The real
config file is the obvious one and it clearly shows how it will, if
unmodified, pick up defaults from an optional secondary file.
