It's described in the README on the ftp server where you get the boot
floppy images and the distribution
e.g.: ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.5.2/i386/INSTALL.html
on UNIX/LINUX the command would be
dd if=boot1.fs of=/def/fd0
dd if=boot2.fs of=/def/fd0
or whatever your floppy device is... =)
On a Windows box you'll need the RAWWRITE utility for writing the disks.
