Is there scope for a smaller 'GENERIC_PCI' kernel for 'modern' systems -
that excludes most of the ISA devices that are unlikely to be used and
are dangerous to grope?

I'd suggest removing all the ISA SCSI and ISA ethernet (etc) cards.
There are probably some other 'unlikely' devices as well...
