That would entail mainting another floppy set though
right? Or maybe I'm missing what you are getting at...

Wouldn't it be simpler to comment out the troublesome
hardware as it becomes known rather than the whole bus
or group of devices? 

Not being combative, just throwing out possibilities.
I use ISA ethernet cards where applicable, and also an
ISA scsi card for my older stuff. Part of the allure
of NetBSD for me is that it will run on this old stuff
without headaches.
