No, you should not because that will cause problem with package deinstallation.
There are two possible work arrounds which won't cause further breakage:

1.) Create a symlink "/usr/X11R6/lib/xemacs/xemacs-packages" pointing to
    "/usr/pkg/lib/xemacs/xemacs-packages".

2.) Add "USE_X11BASE= YES" to "pkgsrc/editor/xemacs-packages/Makefile"
    and rebuild the package.

I'll try to fix this problem in "pkgsrc" in the meantime.
