On my post-1.5 system, it says

uscanner0 at uhub0 port 1
uscanner0: EPSON EPSON Scanner, rev 1.00/1.10, addr 2

1.5.2 may be too old to know about 1650 - I think the
product ID was added after that.

You also need to edit /usr/pkg/etc/sane.d/epson.conf so
that it reads

usb /dev/uscanner0

I think it should work after that.

dmesg says:

ugen0 at uhub1 port2
ugen0 : EPSON EPSON SCANNER, rev. 1.00/1.10, addr2

but there is no /dev/ugen0 file on my system,
i try to create it like this:

./MAKEDEV ugen0

and when i ask for it (ls -l ugen0)
no such file, file not exist! i think
that i need to create /dev/ugen0 in this
directory, this should  work with a simbolic
link for uscanner0, but i can't make device,
any idea?
