This is normal, this should be on the third-party packages CD (if you don't
have this CD, you can download isos from
ftp://ftp.netbsd.org/pub/NetBSD/iso/1.5.1/

or binary packages directly from
ftp://ftp.netbsd.org/pub/NetBSD/packages/1.5/i386
see pkg_add(1) for how to install them.
But I would recommend installing pkgsrc (see
http://www2.fr.netbsd.org/Documentation/software/packages.html)
this way you'll have up-to-date packages.

This is also normal, you have to setup your XF86Config file by yourself.
There is the xf86config utility which should help you, or a package
called XF86Setup.
