Repeating, yet again, on some ACPI hardware, the OS is expected
(whether you think this is a good idea or not) to handle the
thermal management. That means that if you don't have a functioning
ACPI thermal manager module (and NetBSD does not yet have one) you
will not get good behavior.
Repeating, yet again, I'm working on fixing this, as are others. No
promises as to how quickly.
