This is not always true; it depends on the terminal, the serial line
speed, and in some cases what the operation in question is. A tvi950
at 4800, for example, I don't think needs any handshaking. At 9600 I
_think_ it doesn't but I'm less sure (been too long). (At 19200 it
definitely does need handshaking for some operations.)
